Starla House

At Starla House, we offer a safe space for single women, pregnant women, and moms with young children to pause, heal, and regain control through respite, relationships, and an Individualized Care Plan, in hopes of finding a new path forward.

We are a 30–90 day program designed to bridge the gap between crisis care and a survivor’s long-term goals. Whether a survivor plans to move into long-term programming, transitional living, or has her own plan, we offer space to stabilize so she can make an informed choice about what comes next.

Advocacy

Rescue Hill’s advocacy services are designed to be comprehensive and responsive, ensuring survivors receive timely and appropriate care from the moment we say hello. We have expanded our services and collaboration to meet the deep need in the Dallas–Fort Worth area, with dedicated advocates fielding referrals and crisis line calls 24/7.

Rescue Hill advocates work in real time, often alongside law enforcement, to ensure victims have access to essential resources during those critical first hours. We don’t stop there. Through a strong referral network and strategic partnerships with community leaders, like-minded organizations, and the criminal justice system, we provide personalized, trauma-informed options that walk with our clients through every stage of their journey toward stability.

Law Enforcement Initiatives

Rescue Hill is a proud Non-Government Organization (NGO) member of the North Texas Trafficking Task Force (NTTTF) since 2022. A cross-agency task force that partners with federal, state, and local enforcement and nonprofit organizations committed to eradicating human trafficking in all its forms by bringing traffickers to justice and providing support and services to trafficking victims. The NTTTF is the lead task force agency in conviction rate in the United States and provides a model for excellence in victim support while securing justice and conviction against the traffickers.

1. In 2024, Rescue Hill participated in a Victim Recovery Operation with local law enforcement where:

🔀 4 Victims were recovered post

🔀 8 Victims were confirmed to be human

🔀 7 Trafficking Suspects were identified

🔀 4 Traffickers were arrested

Local Law Enforcement Partners: Rescue Hill is a proud partner of local law enforcement agencies in the DFW area, including Arlington PD and Dallas PD. Every year, Rescue Hill participates in 1-2 local victim recovery operations as the lead adult advocate organization, providing support and resources to adult females who have been victims of human trafficking.

At the federal level, we serve as a partner with the North Texas Trafficking Task Force (NTTTF). Locally, we collaborate closely with specialized trafficking units within the Arlington Police Department (HEAT), the Dallas Police Department, and other regional agencies. These partnerships reflect a shared commitment to protecting vulnerable individuals and supporting survivor recovery. Through coordinated victim recovery operations, Rescue Hill provides trauma-informed advocacy and essential support services to adult survivors of human trafficking.

Rescue Hill is a proud partner of numerous law enforcement agencies at both the federal and local levels. Federally, we serve as an official member of the North Texas Trafficking Task Force (NTTTF), where we act as a victim services advocate and co-authored the nationally recognized Fresh Start Initiative—now used in training law enforcement agencies across the country.

Locally, we are an active member of the Five Stones Task Force and collaborate with trafficking units within the Arlington Police Department, Dallas Police Department, and other local agencies. These partnerships reflect our shared commitment to protecting vulnerable individuals and eradicating human trafficking from our communities. Through victim recovery operations, Rescue Hill provides trauma-informed advocacy and essential support services to adult survivors.
